[Wapt] Release WAPT 1.8.2.7321

le changelog est maintenu dans la doc sphinx [1] que Camille a mentionné 
dans son mail, et n'est pas recopié dans le fichier changelog du paquet 
deb. Lintian et apt-get changelog peuvent râler un peu, mais rassure toi 
ça ne change en rien le fonctionnement des paquets :-)

Je verrai pour mettre un fichier vide qui pointe vers la doc sphinx dans 
prochaine version pour éviter ce message. Je fais un ticket en interne.
