[Wapt] Changelog 1.7.4.6143 -> 1.7.4.6165

Il ya un changement important... le nommage des paquets a été harmonisé 
(et inclut le numéro de version pour les groupes, unités 
organisationnelles...).
Les wapt buggés ( <= 1.7.3.5) qui calculent le nom du paquet à partir 
des métadonnées (control) au lieu de prendre filename dans l'index 
Packages ne trouvenront pas certains paquets (erreur 404)
